About 10 I've heard of this system in Europe (Germany?) and somebody told me that it became unpopular with government officials and other important people because the ticket and picture came in the mail while the guy was at work and his wife opened it and saw the picture of the car, plate, speed, husband, and *the other woman* in the car with him.
