When using SCCS, the files are read-ony when you are not changing them.
(ie. the write permissions are off)  Emacs ignores these and writes files
anyways... is there a flag somewhere (besides the read-only flag on the
command line) to force emacs to at least question the save comand to a 
read-only file?
