If you have access to ftp, you can get F83 via anonymous ftp to
mahendo.jpl.nasa.gov (Internet number 128.149.16.2).  cd to pub, set
binary transfer mode and get f83.tar.Z.  This is a compressed, tar
file so you will need compress (from the comp.sources.unix archives).
