I've checked SHOW USERS on our system and it reports the correct number
 of users. 
It's not too difficult to see that, if you're checking the numbers with
 SHOW USERS and SHOW SYS or something else, users may login/logout between
 commands to produce an apparent discrepancy. Also, you could be using a
 local version of SHOW USERS which gets the count wrong (e.g. may forget
 to count itself!)
My check was for VMS 4.5 .
