Are you using a GS? If so, the GS puts out a lot of high-pitched sounds. I don't know where exactly these sounds come from, but you can hear them whenever anything gets drawn to the screen, anytime an interrupt occurs, and, especially, when the mouse is in action. Certain programs put out certain pitches, and it could be that TimeOut just hit the right frequency for you to hear.
