To unpack Binary II programs that aren't squeezed on a ][+ you can use Binary Up and Binary Down. These are simple 8-block programs that just pack and unpack Binary II files. However, if you get a Binary II file that is squeezed (it will usually be called xxxx.BQY), you have to use BLU to unpack it, and unfortunately there is no way to use BLU or any other compatible program on a ][+. I know some people who tried ALU, which is another library utility that can handle Binary II files, but it won't unsqueeze files packed with BLU...... I think you need a //e..
