No.  I don't exactly know what those patches are, but I do not believe
it affects uucico (my 3.5 and 3.51 uucico are the same size).  The
patched uucico from the hotline repairs uucico induced system crashes
(with occasional panic traps) on non HDB UUCP.  (*sigh* inserted here
for HDB folx :-).
