SEA used PUBLIC DOMAIN code to produce ARC (compress, squeeze, etc - look at the comments in the source if you doubt) and if Phil also used that code as the basis for PKARC, there is no violation. I don't like the ATTITUDE that Phil took, but I respect him and his program is fantastic nonetheless.
