    What is the correct procedure for upgrading News 2.11B ?  I've been
running at patch level 8 for many months. I just patched up to #14 and
recompiled. Are their "update" facilities built into the News Makefile ?
I don't want to wipe out everything I have.  If there is a way to update
cleanly, I'd like to hear about it. I don't see anything concerning this
in the documentation.  Thanks!
