	How about using the message itself, in some form or another,
as the pad.  For example:

	ABCDEFGHIJ       klmnopqrst
	?ABCDEFGHI	 ?ABCDEFGHI
	----------	 ----------
	klmnopqrst	 ABCDEFGHIJ

The 1st lines the message, the second line is your pad.  You give the
pads 1st character as the key.  To decrypt it, you provide the first
character and then use what you've decrypted as the rest of the pad.
This is just an example, I'm sure some better way to do it could be
found.
