Why doesn't someone start a mag. (good use for that Mac on your desk and the laserwriter down the hall) that is non-profit and call it "DES hackers!". Register yourself with yourself as a non-profit org (easy to do), then we just print the sources for the "public domain" DES in it and sell it for cost to whoever wants it.
