HELP!

I just yanked GNU-EMACS 18.46 from a nearby VAX (running UNIX).  I
tried to install it under VMS (well, half heartedly tried), but ran
into a wall.  There is a file that the etc/INSTALL refers to called
VMSINSTALL.  Could some kind sole send it to me, in addition to all other
files needed for a VMS installation (please do not send the whole
distribution, just the parts that are needed for VMS).
