Summary: Looking for source for small quantities of binders.

I have written several programs which I would like to package
in IBM style D ring binders and slip cases.  All of the sources
I have located want to sell me 100 to 200 minimum order (with
silk screening) at a cost of about $7 each (plus set up charges).
I want to buy 25 or so at a time, and I don't care about the
color and don't need any silk screening.  I just want the
program documentation to look OK when I send it to reviewers,
beta testers, etc.  It seems that I should be able to buy
some "off the shelf" at a reasonable price - but I have not been
able to find a source.  Any suggestions?
