When I used to be in hardware, the term 'maintenance' was used exclusively for repairing something that broke. 'Enhancements' were not charged to a maintenance budget, but to future engineering budget. In software, it seems that Enhancements and continuing engineering are [I believe] mistakenly charged to maintenance. This seems unfair.
