I often find this is spurred on by the people in marketing (sales?) depts. whose goals don't always coincide with those of the developers. I have worked for a developer of tools (nth generation language concept), and in the Tools Group for a different developer. Both employers made a large investment in tools and as a consequence are reaping large profits. Anyone who doesn't do this is shooting himself in the foot and then entering a marathon.
