Depends on your definition!  It is not 'official' in that the
'checkgroups' message does not contain it.  At least one news
administrator does not carry it on his system because of this.

But it exists, and is being used.  Meanwhile, there is a vote
underway to make it official.  Currently, the vote is running
in favor, 58 - 8, three days after I posted my call for votes.
