I can think of only ONE major program that supports it (the name escapes me..). Besides, it's not as great as you might think; like HAM it would best suit digitization because pixel colors are interdepenent, so you need a program to assign colors. Another similar "mode" to explore, hackers, is on-the-fly scan line palette changing.
