Saw a demo of it and was most IMPRESSED. You can grab an object as a brush and then wrap it around other object shapes (ie. cubes, spheres, etc). The blending mode is incredible, can adjust the dithering as well as the luminescence (both direction and intensity), plus some of the other features you mentioned. Not sure on the price, but I do not think it is too much, especially considering how impressive it looked. Rumor also has it that Digi-Paint II is on the way and is suppossed to surpass Photon Paint.
