Note that there's no such thing as a fully Hayes compatible modem! Also note that in large part, your choice of RS232 interface is much more important than your choice of modem. It sounds to me as if your interface is inverting the carrier detect. Your modem may have a switch for inverting the carrier detect signal. If so, use that. Otherwise, you will have to contact the author of EBBS and tell him that he needs to make his BBS program more programmable.
