Furthermore, the FAT is part of the high level format, not the low level format. The symptoms, as reported, are puzzling. If the FAT is ok when it reads correctly, and you don't get any other error messages, that discounts problems such as bad interleave factor, improper step rate, etc. It's a better bet that the drive is failing.
