With the pop-up-menus that I use, your pointer can stay close to the action. I also prefer the Input-focus-is-in-the-last-window-that-the-mouse-pointer-was-in behavior; this would obviously be somewhat at-odds with keeping menu bars (they would keep changing when you moved up to pick a menu!). This seems more intuitive to me: your menus are from (and your keystrokes go to) wherever you are pointing. -Miles
