The older Model 16 ran at 6MHz. In both of them the z80 runs at 4Mhz, and since it's the I/O controller, you hit a bottleneck here. I don't know the timings of the rest of the system (semi MMU, bus, memory access), but if you need more info, check with Tandy for the Technical Reference Manual for the 6000.
