While I was in Shanghai last month, I successfully connected from Jiao Tong University to the WELL. The cost is 3 yuan per minute, so your friend might find it a bit expensive for casual use. Also, I believe that one needs a leased line from the site into the local network node, as well as what appears to be a 1200 baud modem attached to that line.
