I never pursued it any further at the time, but with the success I found concerning LIB$FIND_IMAGE_SYMBOL, I decided to see if I could find the answer to your question on the microfiche. The fiche that I was looking at were for VMS 4.6, the card was 0284, and the frame was J-2. There is a definition there that looks like it might be what you're looking for.
