The local loop is the last part and the one which will take the longest, but for many city-based systems, the pairs are short enough that there are no loading coils, so the switchover requires only CPE and CO equipment. It is probably 1996-2000 before we see 65% business penetration and 35% residential, but your guess is as good as mine. Vint
