I am looking for a ratfor preprocessor that produces structured f77.

The unix ratfor produces f66, and I have seen one other preprocessor
which produces unstructured f77 (essentially no improvement).  What
I need is something that makes indented f77 (sans gotos except when
absolutely necessary) and preferably leaves comments alone or has
an escape feature (like the % at beginning of line in unix ratfor).

Any help would be greatly appreciated.
