Maybe the description for "C" may help you:
ScrollRaster(rp, dx,dy, xmin,ymin, xmax,ymax)
rp is the address of the Rastport to scroll
xmin .. ymax is the area to scroll
dx,dy is the direction to scroll (e.g. (0,-8) for one line up)
