	Oops, my mistake. When compiling cpp with the gcc-1.18 diffs that
I posted recently, add -DSCCS_DIRECTIVE the CFLAGS variable in the Makefile.
This is #defined in tm-unixpc.h, but cccp.h does not include that.

	This combats at&t's policy of putting #sccs at the top of every
include files. (A practice that is, of course, completely undocumented)
