The original problem was with the power supply. It had run the 5V up to between 7 - 7.5V (the upper limit of ttl). I found a LM-317T adjustable regulator would fill the bill in mine (I had a PS I could open up). Anyway, when I would turn on the C64, I might get a normal screen,, or I might get garbage characters on the screen, or I might get a blank screen. I thought either the PAL's or ROM might be bad, but found it was the PS. Do yourself a favor and check this out first.
