There are *some* Hercules clones out there that beat this problem. 
At work our current standard mono card is the MG-150 from DTI (I've
also heard it reffered to by our vendor as an "LTI or el-tek" card
(spelling unknown!)).

This card comes with a program that serves the same function as the
HGC program for the Hercules cards (ie setting FULL, HALKF & DIAG)
a diagnostic program(!) and a color simulator program. The card apparently
has an extra mode used by this software as it *only* works properly with
their card. But the results are amazing. It looked *better* than a CGA
card driving a mono monitor!!! No flicker either.

I have no connection with this company other than as a satisfied 
customer...
