Every few times I run an application on my Mac II, the keyboard
shifts to upper case.  It happens at random, and all keys (not just
alphas) are shifted.  I cannot get it to revert to lower case
through any combination of caps lock, etc.  The only fix is
to reboot. (Unplugging the KB doesn't work, nor does exiting the
application.)

What is the matter here?
