You can't count the following votes because of unknown/incomplete/bad
mail addresses.

Some of these names match up with people at well known, stable, sites
so it is surprising that you would have come up with so many bad
mail addresses.

But in any case, we need to be able to take a random sampling of the
votes to make sure that the people involved really did vote the way
in which they are being counted.  After all, we don't want to be like
Chicago, do we? :-)
