I suspect that the thing to use is a simple line-drawing format, the simpler the better, so that people can easily interface it to their own particular (peculiar? ;-)) graphics output devices. The weakness of all the spiffy formats already in existence is that they are non-trivial to interpret if you don't already have software that handles them.
