What kind of imbecilic nonsense is this? Deciding whether or not to shoot down something that looks like a missile has nothing to do with committing the United States to a nuclear war. The Soviets shot down something that merely looked like it might be a spy plane (flight KAL 007) and we didn't even come close to any kind of conventional military conflict over the incident, much less a nuclear war.
