No need to have FTP access to retrieve RFC's, et al.  Just send a note to:
Service@sri-nic.arpa with "HELP" in the subject of your message and you'll
receive instructions.  

Caveat: make sure the host you mail the request from is in the Internet host
table. The NIC doesn't seem to support MX Records and won't beable to return a
reply to you otherwise.
