Who pays for the packets containing the accounting information?

(Seriously. I see lots of ovrhead with this scheme, and even gov't
auditors should know that everyone would rather pay according to a
possibly unfair approximate formula than pay (fairly) for the overhead
of a weird scheme with per-packet charges all over the place.)
