I am currently using a rather old and temperamental version of "refer",
the bibliographical program for *roff.

Is "refer" in the Public Domain? If so, where can I find a newer version?

If not, is there some equivalent program that is as good or
even better than refer? (This for use with *roff, not TeX.)

Any pointers would be great.
