It is mentioned in the documentation; the rationale is that since workbench windows already have their own icons (disks and drawers) there is little use in iconifying them. Perhaps the most annoying bugs in wIconify are its tendency to guru the machine (I think when iconifying a window when another is being opened at the same time) and the tendency of the "Iconify" menu option to disappear completely from the Workbench menu.
