More accurately, 97% of the sites have it in their active file. My arbitron
report shows 0 readers in every group that I don't get. I asked Brian about
that, and he said that he expected that sites that didn't get groups would
not have them listed.

Arbitron cannot distinguish between a group not received and a group received
with 0 readers unless your active or sys files indicate it.
