The fdisk program in PC-DOS 3.3, MSDOS 3.3 and Olivetti(AT) 3.2 
does support Harddisk < 32 Mb.
You can creat a partition for say 20 MB the second partition 20 MB
and use it like C: and D: ( if the HD is C:) or D: and E: if th e
HD is D:
