There is a documented bug in the dlogin[d] terminal driver when
used to connect to a VMS machine.  The problem is with
VMS-to-VMS messages (See Ultrix V2.0 release notes, March 1987).

The implications for GnuEmacs disallow normal QIOW's to set
the terminal via IO$_SETMODE.  If anyone has come across
a similar problem and a way around it I would appreciate
an answer.  You can see a more detailed description of
the problem in `comp.emacs'.
