The ELM encryption/decryption scheme is broken, at least on several machines.
In particular, it can't decode more than one line of encoded text on at least
the AT&T 3B1 running 3.50 and 3.51; and on AT&T Unix SVR2 on a Vax; and,
finally, on a Sun 3/50.  Perhaps we got a munged copy of 1.7...
