As much as people like to tell themselves they understand the issues I honestly think this is the kind of thing for which professionals exist who can perhaps raise the level of the discussion beyond "is not" -- "is too". There are several models to look at (utility, infrastructure etc.) Just wandering around the machine room with a meter and wondering where to stick it is not the obvious answer. There are good reasons, for example, that you are not charged for every use of the road you drive on to go to the corner grocer but instead the costs are built into a larger structure. At the very least it would be interesting to hear what the goals are that people expect to accomplish with their proposed chargeback models, it's nice to have explicit goals and see if the models actually achieve them. -Barry Shein, Boston University
