I salute BARRY S.'s thought that it might be a little more complex to account
the use by packets, by sites, by ... .  Moreover, the internet, a-political as
it is, is a place where intellectual processes are nurtured.  Some of those
might not be nurtured should a carelessly adopted plan evolve to choke off
contributions of those automatically excluded by some carelessly adopted plan.
