There are many connections which would like to pay for their port charge, but cannot because DARPA has no way currently to collect the money. So we dismantle the infrastructure because of an accounting problem. Usage charges are based on the flawed idea that one can change behavior based upon how much it costs. All it really does is inforce behavior based upon how much money you have. Can you really say that someones research is more valuable because they have lots of grant money to pay for communication charges? dennis
