How about a design that allows you to populate either just the basic memory, or twice as much for the improvement? As to the comment (deleted for brevity) about it being too bad that this didn't come up while you guys were still in the design stage, well, that *is* unfortunate. Maybe you could think of some way of discussing possible design tradeoffs on the net, without compromising company security and like policies? Perhaps by having some developer you trust bring it up for discussion, without it being Official Commodore Design Business?
