Summary: Isn't this improper use of USENET?

Correct me if I'm wrong, but isn't commerical advertising illegal (or at least
improper) use of USENET resources?  I seem to recall reading that somehwere.
Anyway, there is a specific newproducts group, even though this is no product.

It really irks me to see people misuse the net like this.
