   I believe the correct expression is not "civilized country" but
   "socialist country".  Many countries have been civilized without
   a national health plan.

I wouldn't call England (Great Britain?) a "socialist country"; not with
Maggie in charge. And I wouldn't call a country "civilized" if it allows
people to die just because they are not rich enough to pay appropriate
medical treatment, for that matter
