Summary: How can you open an OUTGOING socket under NeWS??

Can anyone tell me how to mount an outgoing tcp/ip connection on a socket in
NeWS?  I do NOT mean with (%socketl1234) (r) file acceptconnection.  I know
how to do the incoming.  I'd like to be able to connect rather than listen on
the socket.  Can anyone tell me how to do this?
