is looking for the source to "fmt".  (I suspect it's proprietary.)

A similar but much more powerful program called "ff" came across
the net in mod.sources in 1985 (volume 3 issue 51), written
by Gary Perlman.  If you can find that,
you'll like it.  It does what
                  fmt does and a lot more, including
                               centering
                               ("ff -c")
                 which is one of my favourite features.
